Training Management System (TMS) Launching – December 8, 2020, Beirut, Lebanon

Minister Majzoub and the President of the Educational Center launched the Training Management System and revealed the printing of paper books and the provision of human resources for the curriculum workshop 08-12-2020

The Minister of Education and Higher Education, Dr. Tariq Al-Majzoub, and the President of the Educational Center for Research and Development, Professor George Nohra, launched the “Training Management System (TMS) and interactive remote training courses” in a ceremony held in the lecture hall of the Educational Center Press in Sin El Fil, in the presence of the General Director of Education Fadi  Raq, represented by the Director of Counseling and Guidance Hilda El-Khoury, Director of Secondary Education Jamal Baghdadi, Administrative Director of the Center Charbel Muslim, Head of the Educational Research Office Dr. Gita Hanna, Representative of the Head of the Office of Educational Supplies and Aids Rebecca Haddad, Coordinator of the Academic Staff Rana Abdullah, Coordinator of Technical Units Basem Issa,  Heads of departments and units in the center, project manager from the side of NEEDS company that implemented the project, Daoud Al-Gharib, consultants Dr. Hisham Khoury and Dr. Hoda Najm, representatives from Sin El Fil municipality, UNICEF, World Bank, British Agency for International Development, My second project, Managers Dor  Teachers, female teachers and technical officials in it, and a group of consultants, employees, academics, technicians, and the work team in the preparation and training office that carried out the work.  Project.

Center Head:

At the beginning of the ceremony, the head of the Educational Center for Research and Development, Professor George Nohra, spoke and said:

Today, under the generous patronage of His Excellency the Minister of Education and Higher Education Dr. Tariq Al-Majzoub, we are launching a Training Management System (TMS) and interactive training courses from a distance, thus we have added a continuation to our continuous endeavor to improve the quality of training for the teaching staff, as training is one of the primary tasks of the Preparation Office  And training at the Educational Center for Research and Development.

 

This was done with funding from UNICEF, the Canadian government and the European Union within the framework of the S2R2 Education Support Program for All Children in Lebanon, and through the NEEDS Engineering and Development Company, which was awarded a public tender.

This system is a platform that manages training in all its stages, including course design and validation, teacher registration, and building a personal training file (e-portfolio) for each teacher that monitors the development of his competencies and performance tasks.  We will be with a detailed presentation of the capabilities offered by the use of this platform.

It is a happy occasion despite all the calamities that have befallen our country, but we will not settle down, but rather we will continue to provide the educational and technical components that make the educational system able to overcome the difficult stage that we are going through.  The blended learning program approved by His Excellency the Minister based on the requirements of the health situation, which calls for concerted efforts to reduce the spread of the Coronavirus, while we continue education and do not lose an academic year.

Another important step that was achieved after a stumbling block due to the decline in the Lebanese pound’s exchange rate against the US dollar, is the printing of the national textbook series in paper after we had put them electronically in the hands of the learners, and this was accomplished by the endeavor of the Minister who collected the Education Center with UNICEF and provided funding to cover the price of paper  And ink, and we are continuing our efforts to secure the printing of high school books as well, which were not primarily included in the free.

We also seek to establish a unified framework for the statistical numbers to be the official reference for every educational, administrative and financial decision related to the educational sector, and accordingly statistics are adopted and indicators are extracted.

It was also agreed between the Ministry of Education and the Educational Center for Research and Development to link the Classera platform of the Ministry of Education and the DLP platform of the Educational Center and to adopt a unified platform for remote learning based on two deeply interconnected basic systems (Deep API Itegration) and each system works on the responsibility of its operator (the center is responsible for  DLP and the Ministry on Classera).

 

We take advantage of this educational occasion par excellence to ask His Excellency the Minister to approve the strengthening of the Educational Center with distinguished human resources in order to accelerate the completion of interactive educational curricula and to enter with strength and confidence the era of digital learning.

Through this strengthening we seek to rehabilitate our national educational cadres, benefiting from international experiences, to carry out the curriculum workshop that was discussed previously, so we turn the period of decline that sinks our beloved country into a real opportunity for educational advancement and we give hope to the Lebanese who lose opportunity after another while the bet remains on  Human wealth that alone can take us back on the acceptable global path.

There is a right demand for the Education Center family to implement the chain law after their salaries are no longer sufficient for them to get to work, and we hope that your efforts with the Minister of Finance will culminate in transferring the necessary accreditation for this purpose, and we thank you for all the support and embrace.

 

Minister Majzoub: Minister Majzoub spoke and said:

Our attendance to the Educational Center for Research and Development coincides every time with the launch of a new achievement, and that in a relatively short period, which proves the ability of this institution of mind, in educational production despite its need for human and financial resources to strengthen its units.

Today, we are launching, together with the head of the center on assignment, Professor George Nohra, the “Training Management System (TMS) and interactive training courses from a distance,” and this training system in Lebanon will move into a new era that is reflected in a qualitative shift in the method of training and the provision of training content for teachers and teachers.

This system comes in light of the Corona pandemic to meet an urgent need for every teacher, to monitor the development of his competencies and performance tasks, and to help upgrade training from separate training courses to a sustainable learning and building system according to quality standards, which allows building databases that are invested to rationalize decisions and improve performance in a continuous manner.  .

This system also enhances coordination and unification of efforts to build an integrated system for professional development at the national level.

This system supports all types of training, from attendance training to remote training, whether synchronous or asynchronous, and raises our capabilities in the ministry in terms of enabling members of the educational body to enter the era of blended learning and distance learning using digital education tools in explanation and understanding to reach the greatest possible extent.  Possible to improve knowledge of skills and competencies.

We congratulate the Center's Preparation and Training Office, headed by Professor Rania Ghossoub and all the trainers and advisors, for this office that prepared interactive, remote training courses that are achieved according to the trainee's own pace, through interactive activities, short educational videos and easy-to-use resources.

We urge the commissioned head of the Educational Center, Professor George Nohra, and the staff of the Center and the Ministry in all its directorates, and affirm our determination to strengthen the departments of the Educational Center with creative teachers, to move forward with the long-awaited curriculum development workshop.  This ceremony is an occasion to announce the pursuit of a unified framework for numbers for more realism and accuracy, and it has been agreed to link the platforms to one platform, which proves the integration between institutions and turns the page of spacing and useless conflict.

Ahead of us is a great effort and a lot of work, but it becomes facilitated in light of good wills and focus on the ultimate goal of the educational process, which is the learner that we are working on preparing distinctly, under difficult circumstances.  That is why the slogan we raised at the start of our duties in the ministry was: "Quality flexible education for all."

We have succeeded in removing the financial pitfalls in dollars, in front of a tender for printing the national textbook series, through meetings between us and the Education Center, with the kind cooperation of UNICEF.  The paper book will be available for learners in a few weeks, as we launched the e-book period ago.

The concerted efforts of sincere people in the Ministry and other educational institutions prove once again that we will alleviate the burden of pressures on our lives and our educational system, and we hope to announce to you a new achievement every period, and forward, God willing.

After that, the head of the Preparation and Training Office at the Educational Center, Rania Ghossoub, said:

Two years ago, the Preparation and Training Office had an opportunity to engage with a process to improve the quality of training.  At that time, planning began, so we examined the needs and drew the basic steps that we will base on this process.  We were trying to find solutions to these questions:

How do we guarantee the quality by preparing the training courses that 200 trainers are working on and supervised by 6 technical officers?

How do managers of the 33 male and female teachers monitor the places, dates and times of the 2000 training courses that are held annually?

How do we allow the educational staff and the administrative body to register their members online for training courses while automating the approval mechanisms for their training?

How do we monitor their attendance and absence?

What do we rely on to apply an equitable incentive system for all persons who participated in the training and built their capabilities?

How do we give, at the end of each training course, the opportunity for trainees to demonstrate their understanding and use of their gains / and how do we monitor the quality of the performance tasks they provide?

And where do we collect all the quality data to analyze its results and develop our services?

How do we unify and empower the working mechanisms between the trainers, the technical officials, the directors of the 33 male and female teachers' homes, the academic departments and the staff of the Preparation and Training Office?

 

The answer to all these questions is the TMS Training Management System.

Without the support of UNICEF and the S2R2 project, and without the professionalism of NEEDS, we would not have created this platform that manages training in all its stages: from designing and validating courses, registering teachers and building a personal training file e-portfolio for each teacher that monitors the development of his competencies and performance tasks,

And TMS lends itself to:

To issue reports and make decisions based on data.

- And to enhance coordination and unification of efforts with the educational teams to build an integrated system for the professional development of teachers at the national level.  This means that when the general manager requests a report of people who are able to Microsoft Teams or any other subject that we are training on, or from certain competencies, we can hand over the data to him with one click, so he looks at the data of the trainees who have successfully completed these courses.  Counselors in the Counseling and Orientation Authority can view the training portfolio for each teacher, and in this way we strengthen coordination that ensures proper and effective professional development for teachers in Lebanon.

Then the counselor at the Educational Center, Dr. Claudine Aziz, spoke, and her explanation coincided with a presentation on the screens, and said:

 

Since the Training Management System is an automated translation of the requirements for organizing and implementing training courses, we will quickly review these requirements and the role of TMS in this path.

Every training process begins with planning, followed by the learning and teaching process - which is accompanied and concluded by the evaluation and evaluation process. For this process to take place, there must be a presentation of the training courses, a recording of the participants, and the implementation of the training, thus the evaluation data feeds and guides planning.

Aziz explained the requirements for proper planning, and the subsequent distribution and development of tasks according to the new engineering, audit and approval mechanisms, and then registration and special approvals from the school principal, the head of the educational district, and the Secondary Education Directorate.

It indicated the mechanisms for implementing the training and the options between attendance and distance, simultaneously or asynchronously, and therefore each option has its logistical requirements.

She talked about evaluation and evaluation in all its dimensions, from pre-evaluation, self-evaluation, the performance task that reflects the building of competencies, and the participant's evaluation of the training course.

It indicated quality standards that require mechanization and monitoring of various data, while planning requires commitment to training engineering and networking with competencies.

As for registration, it requires data on the number of registrants and for which schools, and she stressed that what is required is not only that teachers register, but that we need to monitor attendance data and the quality of interaction.

As for the evaluation data, there are criteria that show us the effectiveness, appropriateness and impact of training and building competencies and determining the type of competencies that have been built upon any participant.

Aziz presented the volume of trainers, trainees, mechanisms, data, standards, monitoring, and management platforms that are managed by the TMS Training Management System according to the following form:

If we take a look at this system from the perspective of educational institutions that deal with the professional development of teachers, then we believe that TMS secures transparency and participation.
